For example, 'Education should be free.' Why is there no 'the' before education? Is it because we mean education in general?

But 'a teacher needs patience' can mean teachers generally too, right? So general meaning doesn't always mean no article.

Right. A singular countable noun normally needs a determiner: 'a teacher'. You could also say 'Teachers need patience' with no article.
