When should you leave out 'the' in IELTS Writing?

Right. A singular countable noun normally needs a determiner: 'a teacher'. You could also say 'Teachers need patience' with no article.

Yes, that's education generally, so no article. Compare 'The education provided by this school is free.' Now the sentence identifies particular education.

Do words after education always mean it needs 'the'? For example, 'Education in rural areas needs more funding.'

Not always. That sentence can discuss education generally in rural areas, so no article is needed. Extra words after a noun don't decide it by themselves.

Does the same idea work for children and the children? For example, 'Children need time to play.'

It does. Your sentence means children generally. 'The children in this class need more time to play' identifies a particular group.
