IELTS education vocabulary: are curriculum and syllabus the same?

If an essay is about what schools should teach, can 'curriculum' and 'syllabus' replace each other? An example where one fits better would help.

Would 'Financial education should be added to the syllabus' be wrong, then? Or would we need to know which course it means?

We'd need the context. It can work for a particular course. If you mean what schools teach more broadly, 'part of the school curriculum' makes that clearer.

For example, 'Schools should teach students how to compare loan costs.' Is that clearer than only saying they should improve the curriculum?

Yes, it names the change. You'd still need to explain why that skill matters for the essay's argument, but the reader can now see what you're proposing.

They overlap, but 'curriculum' often means the wider programme of study. 'Syllabus' often means the topics or content for a course. So 'the school curriculum' and 'the chemistry syllabus' are useful starting examples.

Yes, that wording fits. Adding a new chemistry topic could be a syllabus change. I wouldn't treat them as opposites, though; people do use them in overlapping ways.
