Overview - a two-sentence paragraph - mostly is about the main trends in the given graph. Ignoring the numbers, you should aim to write the most important changes, trends that summarize the graph itself.

Two sentences can work, but I'd check what the second adds. A different main feature, or just the first one reworded?

A chart comparing categories at one point in time has no time trend to describe. The overview would need its main differences instead. And two sentences is a suggestion, not a fixed IELTS rule.
