I keep getting stuck between two headings. One fits the start, the other fits the rest of the paragraph. How do you choose? rereading it isnt getting me anywhere

And which word changes the meaning? 'Causes' and 'effects' can fit the same topic but ask different things. Which sentences made both tempting?

Made-up example: 'After the town introduced cycle lanes, more residents began cycling to work. Traffic on the main road fell, and shops nearby received more customers arriving by bicycle.' 'Effects of the new cycle lanes' fits. 'Why the town introduced cycle lanes' doesn't: there's nothing about why they decided to build them.
