For headings we look for the main idea, but matching paragraph information could ask about one small detail. How should that change the way we read the paragraph?

A paragraph about a new transport system could have one sentence about cost. That could answer a cost question, even if cost isn't the main idea. That's how I understand it.

Could we label the paragraph 'new transport system', then note 'cost' as a smaller detail? Would that help in practice?

So I should not use the same reading way for both question types? How do I know which one I have?

The instructions line names the type, so matching information usually says 'which paragraph contains the following information' while headings says 'choose the correct heading'. Worth reading that line before the passage.

There's another instruction worth checking: matching-information tasks may let you use the same paragraph more than once. Only do that when the instructions allow it.
