IELTS Reading: should I read the passage or the questions first?

Maybe a basic question, but what should I actually read first in IELTS reading? Reading the whole passage first seems sensible, but how much am I supposed to understand before moving to the questions? Every detail or just what each paragraph is about? Going straight to the questions sounds quicker. My worry is finding a matching word and choosing the wrong answer because I missed the context. Aydin, could you explain how you would start a passage? Like the first couple of minutes, what would you read and what would you leave for later? What students here do? Do you use the same approach for matching headings and True/False/NotGiven??
