The introduction identifies the visual. The overview gives its main picture. Body paragraphs explain selected details. A separate opinion or conclusion isn't needed for this Academic Task 1 report.

Could 'rail use rose while bus use fell' be an overview point, with the actual passenger numbers explained later?

If those are the chart's main trends, yes. The numbers then show how much they changed. I'd avoid repeating the same overview again at the end.
