Some people think that university education should be free for everyone. To what extent do you agree or disagree?

There is a debate about whether university education should be provided free of charge to all students. I partly agree with this view because free education can provide equal opportunities, although it may place a significant financial burden on governments.

Would the second paragraph explain how government could pay, or why some students should still pay fees? That changes what 'partly agree' means here.
