Cover the main information in both visuals. Before combining their details, check what they measure and whether they share categories or dates. A link between them needs to be shown, not assumed.

Also check units before comparing values. A percentage in one visual and a count in another aren't directly interchangeable, even if both refer to the same group.

Would one paragraph for the table and one for the bar chart be acceptable if they show different things?

It can be, if that makes the information clear. If the visuals share a useful comparison, connect it. If they don't, forcing one could misrepresent the data.
