First check the title, units and time period. A chart comparing categories at one point in time needs comparisons; a chart across years may also show changes.

If the bars show different countries in one year, would 'Country A increased' be wrong?

You'd need an earlier value to claim an increase. For that chart, compare countries instead, using the quantity shown, such as 'A had more visitors than B.'
