2026 English test decision guide

CELPIP vs IELTS vs TOEFL: Which Test Should You Take?

Start with the application, not the exam. CELPIP is the clearest fit for many Canada-focused immigration and citizenship goals. IELTS and TOEFL make more sense in other cases. This guide shows the exact choice for each route.

Quick answer

Which is better: CELPIP, IELTS or TOEFL?

Choose CELPIP when your goal is Canadian permanent residence, Express Entry, a PGWP language requirement or Canadian citizenship, and you want a fully computer-delivered test built around Canadian English.

Canada PR or Express Entry

Choose CELPIP-General first. IELTS General Training is also approved. TOEFL is not approved for this route.

Canadian citizenship

If you need a new test, CELPIP-General LS is the narrowest fit because it tests only Listening and Speaking.

University admission

Usually choose IELTS Academic or TOEFL iBT. Use CELPIP only after the exact institution and program confirm acceptance.

Global migration or registration

IELTS often has the broadest use, but the receiving government or regulator decides which test and version it accepts.

The important version rule: CELPIP-General and IELTS General Training are the relevant versions for Express Entry. IELTS Academic, CELPIP-General LS and TOEFL iBT do not replace them for that application.
Choose by purpose

Best English test for each application goal

Your receiving organization has the final word. Use this table to find the likely first choice, then verify the current rule on the official application page before paying.

Goal Best first choice Why Critical check
Undergraduate or postgraduate admission IELTS Academic or TOEFL iBT Both are designed for academic English and have broad university recognition. Minimum total and section scores vary by institution and program.
Admission to a CELPIP-accepting Canadian program CELPIP-General A growing list of Canadian colleges, universities and vocational programs accepts CELPIP. Acceptance can apply only to a named program, not the whole institution.
Professional registration The regulator's named test Some Canadian regulators accept CELPIP, while others specify IELTS Academic or another test. Check required section scores and whether one-skill retakes are accepted.
Migration outside Canada Often IELTS, but country-specific IELTS has established migration versions and wide international use. Use the government list for the exact visa. Do not assume academic acceptance equals visa acceptance.
Canada-first recommendation

Why CELPIP is the clearest choice for a clear Canadian goal

CELPIP is not automatically easier, and it is not the best test for every university application. Its advantage is alignment. If the destination is a Canadian immigration or citizenship process that names CELPIP, there are fewer decisions between your goal, test version and score system.

Direct CLB connection

CELPIP levels are calibrated to Canadian Language Benchmark levels, which makes Canadian eligibility tables easier to read.

One computer-delivered sitting

CELPIP-General covers all four skills in one sitting. Speaking responses are recorded into a microphone.

Canadian everyday English

Tasks focus on workplace, community and daily-life communication that fits the exam's Canadian purpose.

Fast online results

CELPIP says scores are normally available online 2 to 4 business days after the test.

A two-skill citizenship option

CELPIP-General LS avoids Reading and Writing when a new Listening-and-Speaking citizenship test is what you need.

Clear tradeoff

CELPIP has narrower academic and international acceptance. Check availability and acceptance before choosing it outside a Canadian route.

Choose CELPIP when

CELPIP is best for Canada-focused applicants who like a computer test

Choose CELPIP-General when your application specifically accepts it and most of your plans are in Canada. It is especially practical for Express Entry and other IRCC economic routes because the result already uses CELPIP levels connected to CLB.

  • You are applying through Express Entry or another route that lists CELPIP-General.
  • You prefer typing and speaking into a microphone instead of a live speaking interview.
  • You want one test-centre sitting with all four skills.
  • You are comfortable with Canadian workplace, community and everyday contexts.
  • You need a new citizenship test and only Listening and Speaking are relevant, making CELPIP-General LS the focused option.

Do not choose CELPIP without checking

For university study, confirm the exact program. Official CELPIP listings include selected Canadian institutions and sometimes name a specific certificate, foundation or vocational program. That is not the same as universal admission acceptance.

Choose IELTS when

IELTS is best when you need wider use or a human speaking examiner

IELTS splits its purpose across two versions. IELTS General Training covers everyday and workplace English and is the version IRCC accepts for Express Entry. IELTS Academic is for undergraduate, postgraduate and many professional-registration applications.

  • You want to speak with a trained examiner rather than record answers into a microphone.
  • You may use the result for more than one country or organization.
  • Your university or professional body names IELTS Academic.
  • You want an IRCC-approved alternative to CELPIP-General for Canadian immigration.

Watch the version and retake rules

IELTS Academic is not accepted for Express Entry. IRCC also states that IELTS One Skill Retake is not accepted for Express Entry. If immigration is the goal, book IELTS General Training and verify the current rule for your program.

Choose TOEFL when

TOEFL iBT is best for academic admission, not Canadian economic immigration

TOEFL iBT is an academic English test used by universities and other institutions. The test changed on January 21, 2026. Reading and Listening now use multistage adaptivity, the task mix is more modern, and official reports use a 1 to 6 scale in half-point increments.

  • Your target university explicitly accepts TOEFL iBT and publishes a required overall and section score.
  • You prefer a roughly two-hour computer test and microphone-based Speaking.
  • You are comfortable with an adaptive Reading and Listening experience.
  • You want an academic test and do not need the result for Express Entry.

The Canadian immigration limit

TOEFL iBT does not appear on IRCC's approved English-test list for Express Entry. The approved English options are CELPIP-General, IELTS General Training and PTE Core. A Canadian university accepting TOEFL does not make TOEFL valid for a separate immigration application.

Difficulty

Is CELPIP easier than IELTS or TOEFL?

No exam is easier for everyone. The better question is which task environment creates less friction for you.

CELPIP may feel easier if

You like typing, microphone speaking, Canadian daily-life topics and a score scale that maps directly to CLB.

IELTS may feel easier if

You speak more naturally with a person, know the IELTS task families and want a non-adaptive test.

TOEFL may feel easier if

You are comfortable with academic tasks, integrated skills, fast computer work and adaptive Reading and Listening.

What does not prove ease

A shorter test, faster result or familiar score scale does not mean the language standard is lower.

Do not use a general score-conversion chart as an application rule. CELPIP, IELTS and TOEFL report different constructs and scales. Use the score table published by the receiving organization.

Final checklist

Choose your test in five steps

  1. Name one application. Write down the exact immigration stream, citizenship document, university program or regulator.
  2. Open its official test list. Acceptance by a different institution or visa route does not count.
  3. Select the correct version. CELPIP-General, CELPIP-General LS, IELTS General Training and IELTS Academic serve different purposes.
  4. Compare the speaking format. Choose CELPIP or TOEFL for microphone responses, or IELTS for a trained examiner.
  5. Check dates, location and score deadline. Availability, fees, result delivery and score-age rules can change.
Bottom line: If your goal is clearly Canadian permanent residence or a Canada-specific language requirement and CELPIP is listed, start with CELPIP. If your goal is university admission, start with the institution's IELTS Academic and TOEFL iBT policy. If you need one result for several countries, IELTS often gives the broadest flexibility.

Direct answers

CELPIP vs IELTS vs TOEFL FAQ

Should I take CELPIP, IELTS or TOEFL for Canadian permanent residence?

For Canadian permanent residence or Express Entry, take CELPIP-General or IELTS General Training. TOEFL iBT is not an IRCC-approved English test for Express Entry. CELPIP is usually the clearest choice when Canada is your only immigration goal and you prefer a fully computer-delivered test.

Is CELPIP easier than IELTS?

Neither test is universally easier. CELPIP may suit people who prefer Canadian everyday contexts, one computer-delivered sitting and speaking into a microphone. IELTS may suit people who prefer speaking with a trained examiner or need wider international use.

Can I use TOEFL for Canadian immigration?

Not for Express Entry or the Canadian economic immigration routes covered by IRCC's approved-test list. IRCC accepts CELPIP-General, IELTS General Training and PTE Core for English. TOEFL iBT is mainly an academic admissions test.

Which test should I take for university in Canada?

Check the exact institution and program first. IELTS Academic and TOEFL iBT have broad academic acceptance. CELPIP is accepted by selected Canadian colleges, universities and programs, but not universally.

Which CELPIP test is needed for Canadian citizenship?

CELPIP-General LS tests Listening and Speaking and is designed for Canadian citizenship language proof. CELPIP-General is also accepted. Applicants may have other acceptable proof, and IRCC accepts qualifying expired third-party results for citizenship, so check the current document rules before booking a new test.

How quickly do CELPIP, IELTS and TOEFL results arrive?

Official 2026 guidance says CELPIP results are normally online in 2 to 4 business days, IELTS on computer results in 1 to 5 days, and TOEFL iBT scores in the ETS account 3 days after the test.
