The 2027 change
MyBest is coming, but the effective date matters.
Current 2026 route
NABP's current instructions require all four TOEFL sections from one accepted test-center session. MyBest is not yet accepted for 2026.
MyBest for the 2027 FPGEE
NABP says MyBest Scores may be submitted from this date to meet the English-score acceptance requirement for the 2027 FPGEE.
OET acceptance begins
NABP will begin accepting OET results. Tests taken before January 11 will not be accepted. Further implementation details are expected from NABP.
Why the rule is changing
A recommendation became a dated implementation notice.
NABP passed Resolution 121-5-25 in 2025 after concerns that the TOEFL rule could be a barrier to licensure and directed a formal review. The task force's February 2026 report recommended accepting each candidate's MyBest section scores within a rolling two-year period.
That recommendation did not change the rule by itself. NABP's later testing update is the operative announcement: MyBest submissions begin November 1, 2026 for the 2027 FPGEE acceptance requirement.
Confirmed versus pending
Current applicants must follow the one-session rule until the new policy applies. ETS MyBest figures come from valid TOEFL iBT tests in the previous two years.
As of this August 29 review, NABP's published update does not state how open applications, score reports already sent, or automatic reconsideration will be handled. Its website says more details will be posted in early October.

This checker covers NABP's standard current application route. Use the scale printed on your official score report. NABP evaluates each section separately; a strong total score does not make up for a section below its minimum.
This is a standard-route planning aid, not an NABP decision. It does not evaluate the pre-2020 application exception. Submit official scores through ETS using FPGEC recipient code 9103 and check your NABP e-Profile for status.
The exact thresholds

NABP publishes section minimums rather than one required total score. A legacy application exception appears below the table.

Passing scores are accepted by FPGEC for two years from the TOEFL test date. ETS also states that TOEFL iBT scores remain valid for two years.
If your FPGEC application was submitted before January 1, 2020 and remains eligible within its allotted five-year period after passing the FPGEE, the July 2026 bulletin lists different minimums: Reading 22, Listening 21, Writing 24, and Speaking 26 on the 0–30 scale; or Reading 4.5, Listening 4.5, Writing 5, and Speaking 5 on the 1–6 scale. The checker above does not evaluate this group.
FPGEC, in plain English
TOEFL is one gate in a longer certification process.
Pharmacists educated outside the US must generally obtain FPGEC certification before applying for a pharmacy licensure exam or state board license. FPGEC certification is not itself a license to practice.

Confirm your education route
Your primary pharmacy program must be recognized or accredited. NABP lists a minimum four-year curriculum for graduates before January 1, 2003 and at least five years for graduates on or after that date.

Confirm licensure or registration
You need proof that you met the requirements to practice pharmacy outside the US. Where the country requires a license, registration, or both, the authorization must be permanent and unrestricted. If neither was required, NABP requires an official agency statement confirming that fact.

Plan and pass the English requirement
The July 2026 bulletin says to pass TOEFL before applying. For the current route, use an accepted secure ETS test center—not at-home or remote proctoring. Official results must be sent directly by ETS to FPGEC using recipient code 9103. As of this review, NABP also lists a 15% ETS discount using code NABPTOEFL; verify the offer at checkout.

Create your e-Profile and apply
Your name should match your official records. Do not send supporting documents before submitting the application. The July 2026 bulletin lists a nonrefundable $750 FPGEC application fee, including administration and document evaluation. After submission, you have two years to complete all requirements for program acceptance.

Send education and professional documents
Send education credentials to ECE and request its General Evaluation Report plus an extra copy sent directly to FPGEC. Licensure or registration proof follows NABP's issuing-agency and sealed-envelope rules. Non-English documents require an official word-for-word translation.

Receive acceptance, then pass the FPGEE
NABP estimates about 12 weeks to evaluate a complete file; each deficiency response can take about another 12 weeks to review. After acceptance, a separate two-year clock begins to take and pass the FPGEE. Expiration dates are final.
After application acceptance
The FPGEE is a separate exam.
Passing the English requirement makes one part of your file complete. The FPGEE evaluates pharmacy knowledge and is offered once a year at Pearson test sites in the continental US.

A better prep plan
Practice the section that still needs work.
If Speaking is your only score below target, start there. For the current 2026 route, all four qualifying scores must still come from one test-center session.
For the announced 2027 MyBest route, use the section scores exactly as ETS reports them. Never combine test dates yourself.

Does meeting all four TOEFL minimums mean I passed FPGEC?
No. It means the entered scores meet the published English section thresholds. FPGEC certification also requires an accepted education and licensure or registration review and a passing FPGEE result.
Can a high total score offset one low section?
No. NABP states that it will not consider a total TOEFL score for the current route. Each of the four sections must meet its own minimum.
Does the checker cover applications submitted before 2020?
No. Certain applications submitted before January 1, 2020 that remain within the allotted five-year period after passing the FPGEE use a separate TOEFL standard listed in the July 2026 bulletin. Use the exception values shown below the score table and confirm your status in NABP e-Profile.
Can I use MyBest right now?
Not for the current 2026 route. NABP says MyBest submissions begin November 1, 2026 for the 2027 FPGEE acceptance requirement. ETS defines MyBest as the highest section scores from valid TOEFL iBT tests in the previous two years.
Did the task-force recommendation change the rule immediately?
No. The February 2026 task force recommended a rolling two-year MyBest policy, but NABP's Support Center says current policies remain in place until implementation. The later testing update gives November 1, 2026 as the first submission date for the 2027 FPGEE acceptance requirement.
Can I combine section scores myself?
No. Use the MyBest figures on an official ETS score report. The checker can compare those figures with the published section thresholds, but it cannot decide whether NABP will accept a particular test date, prior submission, or open application.
Can I use an at-home or remotely proctored TOEFL?
No. NABP's current bulletin requires a secure, accepted ETS test center and excludes at-home or remotely proctored TOEFL iBT exams.
Am I exempt if I am a US citizen, resident, or native English speaker?
No. The July 2026 bulletin says all foreign pharmacy graduates must complete the current TOEFL requirement, including US citizens, US residents, and native English speakers, with no exceptions or waivers.
Where can I take the accepted TOEFL?
The July 2026 bulletin lists secure ETS centers in NABP member or associate-member jurisdictions: the 50 US states, District of Columbia, Guam, Puerto Rico, the Virgin Islands, and 10 Canadian provinces. Confirm your exact center before booking.
How long are TOEFL scores usable?
NABP says passing TOEFL scores are accepted for two years from the test date. ETS also says TOEFL iBT scores are valid for two years and cannot be reported after they expire.
What are the two FPGEC application deadlines?
You have two years after submitting the application to complete the requirements for acceptance. If accepted, a separate two-year eligibility period applies to taking and passing the FPGEE. NABP says expiration dates are final and does not grant extensions.
What is changing with OET?
NABP has announced OET acceptance beginning January 11, 2027. OET results from tests taken before that date will not be accepted. NABP said further implementation information would be posted in early October 2026.
Is FPGEC certification a US pharmacist license?
No. It is a certification step for eligible foreign pharmacy graduates. State boards set their own additional licensure requirements, which can include NAPLEX, a law exam, internship hours, and other conditions.
