HOELT is a Home Office-owned English test for immigration
The UK Home Office is procuring a new English language testing service for visa and immigration decisions. The test will have a Speaking and Listening version and a four-skill version. Remote delivery is a core requirement. The contract is due to begin in December 2026, but public implementation has been discussed for late 2027 or early 2028.
The name has two related uses in official documents. “HOELT” can mean the Home Office English Language Test itself. “HOELT Services” is the much larger contract to design, operate, secure and support that test around the world.
This distinction matters. The government has published a procurement specification, not a candidate handbook. We know the intended skills, delivery model, CEFR range and contract timetable. We do not yet know the exact question types, test length, booking fee, score-report format or resit policy.
There will be a two-skill HOELT and a four-skill HOELT
The tender requires two configurations. The Home Office calls them “facets”, but candidates can read that as skills.

The table does not mean every visa route will use every CEFR level. UK immigration rules already set different language thresholds by route and application stage. The final HOELT guidance will need to connect each route to the right test and required result.
No official HOELT question types are public. Any website claiming to show the exact questions is speculating unless it links to a later Home Office release.
The HOELT is designed as a fully remote test
The procurement calls the service “fully remote” and “digital by default”. It says the test should be delivered securely wherever the customer chooses to take it, provided secure test conditions can be met.
This is a break from the present Secure English Language Test model, which relies on approved test centres. The IELTS partners described the change in the same terms when they withdrew: the current in-person requirement is being replaced by a fully remote immigration test.
There is one qualification in the tender. If local law or technical conditions prevent remote testing in a country, bidders may propose an exception. That is not the same as a planned global test-centre network.
A high-stakes visa test still needs identity checks, device controls, supervision, fraud detection and a way to investigate suspicious results. The detailed candidate rules are not public yet.
Will HOELT test everyday English or academic English?
Michael Goodine, founder of Test Resources, told PrepEx that HOELT will use everyday rather than academic English. That would fit a test designed first for immigration rather than university admission.
“At first, the HOELT is likely to be used only for immigration purposes. It probably won't be used for university admissions.”
“The Home Office has indicated that there will be both a four-skill version and a two-skill version (as required).”

The public tender confirms the immigration purpose, remote model and two formats. It does not publish a language-domain specification detailed enough to prove the “everyday English” point. Until sample tasks appear, it is safer to treat this as informed industry detail rather than an official candidate rule.
If Goodine's description holds, preparation should look different from university-focused tests. Candidates would need practical listening, clear spoken interaction, messages, forms and everyday reading rather than lectures and academic essays. The actual task list remains unknown.
Who will need to take the HOELT?
The confirmed purpose is UK visa and immigration decision-making. Current rules require approved English evidence for routes including certain work, family, settlement and citizenship applications. Requirements vary, and some applicants can prove English in other ways.
The Home Office has not published the final list of routes that will use HOELT. It has also not said whether HOELT will become available for university admissions.
Immigration use is confirmed
The procurement repeatedly links the service to UK Visa and Immigration decisions. This is the safe reason to expect the test to exist.
University use is possible, not confirmed
A four-skill test could technically be useful to universities, but technical possibility is not acceptance. Universities set their own admissions policies, and student-visa arrangements can involve separate evidence rules. No university acceptance list exists for HOELT.
HOELT is not available now
Applicants should continue to use the current GOV.UK Secure English Language Test guidance. Do not delay a current application while waiting for HOELT.
When will the HOELT launch?
“2027” is a reasonable short answer, but it is not a confirmed booking date.

A new high-stakes test needs items, scoring systems, security controls, accessibility work, pilots and operational support before it can replace an existing system. The implementation date can also move during a large government programme.
HOELT cost, scoring and validity are not public
No candidate price has been announced. The £816 million figure in coverage of HOELT is the estimated maximum value of a long, global service contract. It covers far more than individual bookings and should not be divided into a guessed test fee.
We also do not have an official HOELT score scale. The tender requires assessment across CEFR levels A1 to C2. That could produce a CEFR result, a separate numerical scale, skill profiles or some combination. No public score-report sample settles the question.
Result speed, result validity, retakes, appeals, reasonable adjustments and identity-review procedures are also pending. These are normal operational details to expect after a supplier is appointed.
How should you prepare for HOELT now?
If you need an English test for a current UK application, prepare for a currently approved test. HOELT prep products cannot be exam-accurate before the Home Office publishes the task design.
If your application is likely to fall after the transition, the useful work now is general:
- build clear everyday speaking and listening across common work, travel, housing and service situations;
- practise typing and speaking on a reliable computer without outside help;
- improve reading and writing if your likely route needs a four-skill test;
- follow the contract award, candidate specification and first official samples;
- check GOV.UK again before booking anything.
PrepEx will add HOELT-specific practice after the task types and scoring basis are published. Until then, a fake “full HOELT mock test” would mainly test somebody's guess.

Can universities accept HOELT?
They could decide to in the future, but no general university acceptance has been announced.

No official public question set was available when this guide was updated. Current examples online are predictions.
