I'm in college and want to study abroad after my final year. I can speak, read and write in English, but I don't know where to start with IELTS. Would you learn the format first or try a practice test? I'm looking for a first-week plan I can manage alongside classes.

Check which IELTS your course needs, learn the format, then try a small official sample from each section. Could spread them across the week. After each, note one difficulty to work on. More manageable around classes than a full test every day.

This candidate used one main skill at a time around work. Not copying their hours, but could each short session cover one difficulty plus time to check it?

One skill per session sounds sensible. Keep time to check it in that session too, and note whether you misunderstood the question or the passage. Those need different practice.

How many Listening questions would you start with? and check after each one or finish the small sample first?

Check after finishing the small sample, then look back at any wrong answers. A tiny set, like one conversation with five questions, often works without pausing.
